Official Minutes of Executive Board Meeting

April 8, 2006

  • Meeting was called to order at 10:00 a.m. by President Jeff Ward at the offices of the San Antonio I.S.D. Police Department.

  • Meeting opened with congratulation to Chief Ellis for again beating cancer.
  • Ward: Received request from the Texas State Teachers Association to endorse a plan to be taken before Austin I.S.D. board to make police officers there contract employees with rights of due process.

Nichols: This is a proposal not a bill. Requests Board contact Chief Pat Fuller be contacted.

            Ward: He will get copy of proposal, contact Fuller

  • Ward: Received letter asking for help from an officer from San Benito I.S.D. in the Valley reference being fired for continuing an investigation when ordered not to by Board. TASDP and TMPA regret that they cannot get involved as officer is not member. Officer was advised to contact the Rangers or file a federal lawsuit.
  • LEGISLATIVE AGENDA: Ward: Need to fix the retirement system (TRS), Currently new police hires will have to meet the following criteria to retire: Age 60, Rule of 90, and average of top 5 years. This makes municipal police look better and takes out good hires. Ward requests TASDP and TMPA back a move to change TRS to the following: 20-25 years and out with no exception on age. This would require an increase of TRS contribution from 6.4% to 7.5%, This matches the type funding in ERS. Board agrees to pursue this.

   Ward: Rep. Dutton  is attempting to get the language changed in bill about principals supervising police officers. We will not support this.

    Nichols: Need a change in definition of the term “premises” in the weapons bill to include parking lots, playing fields and etc. Not likely to fly in the Legislature because of NRA and other organizations.

Ward: Another round of legislation on “tiering” of police officers is expected this session. Texas Police Chiefs have recommended that only those TIER 1 officers commissioned by an elected taxing body could be a police officer 24 hours a day. TIER 2 officers would be only have police powers on their shift and in their jurisdiction.

Since school police officers are commissioned by a School Board which is elected and levies taxes, they should be in Tier 1.

Question brought out, does TASDP support this type of tiering that would include us or do we stand against any tiering. No consensus at this time until bill comes forward.

Suggestion made that all the blossoming regulatory agency enforcement officers be put under the auspices of DPS, and this would seem to solve the problem.

·        “Critical incidents training” is being applied spottily around the state.

·        Manny Vasquez, retired, is requesting to remain a member and consultant to the Board. The board saluted his accomplishments on getting Dallas I.S.D. P.D. up and running. The Board accepted Vasquez request.

·        Financial Report: Current report of money in account is $34, 208.02 as of February statement.

·        Next Meeting Date: Will be in October, somewhere in Galveston Texas. Election of officers will be at that time. Bring a new member to the meeting. Time and etc. will be TBA.

·        Ward: Need to get the awards program up and running to recognize good officer in school district policing.

·        Ward: After discussion, motion made to make sure that if any school district police officer joins TMPA; he will automatically become a member of TASDP with no further financial commitment. Seconded by Ellis. Unanimous acceptance. Ward will take to TMPA board and take care of this. Mailings will be sent out.

·        After a motion to adjourn by Ward and seconded by all, the meeting was adjourned at 12:03 p.m.
